Our Firm

OM Development Group is a public-sector advisory firm specializing in federal grants and compliance, community and economic development, and organizational transformation. We bring executive-level experience managing complex federal programs, strengthening compliance systems, improving organizational performance, and helping communities advance strategic development priorities.


Founder & Managing Principal

Frankie Atwater, MPA, Founder & Managing Principal, brings nearly 30 years of executive leadership in government, community and economic development, federal grants management, and organizational leadership. His experience includes senior leadership roles at the state, county, and municipal levels, as well as executive leadership within the business and nonprofit sectors.


Throughout his career, Atwater has overseen complex federally funded programs, led compliance and organizational improvement initiatives, directed community and economic development strategies, and worked with public and private-sector leaders to move major initiatives from strategy to implementation.


At OM Development Group, he provides executive oversight and strategic direction while assembling specialized expertise to meet the individual needs of each client.
